In order to create a free blog account on blogspot.com you need to follow below steps
- Go to https://www.blogger.com/ You will see a window like these
2. Click on Create your blog. Then you need to sign in your gmail account by email id and password just as shown below
3. After fill up email id and password click next button, and then choose a name for your blog just as I choose below. 
4. Then click next and For choosing a URL for your blog, Put address there and check the address for availability. You need to put your own address as I put
5. Click Next and then confirm your display name that you put earlier as Choose a name for your blog just as given below
6. After confirm your display name click on FINISH option. Then you will see
7. Read all those notices and close these. then Click on new post. Choose a title for your new post and write full description in the body like these
8. After full writing you can check preview option then you need to click on publish button. Now your Article is ready. Viewers can see your article.
